Drag Racing on Mill Street

It seems like I hear cars very loudly driving on/around Mill Street, usually late at night but today it was during the afternoon. Any idea what this is? Why or how is it allowed? It's very loud and annoyingSorry if I sound like a crochity old man lol I just think it's dumb and probably unsafe
