Our prison system should be repurposed as treatment centers for the mentally ill, whether that mental illness is violent in origin, causes one to make bad decisions, or encourages the use of substances.

SS: If prisons worked, for-profit prisons, in being competitive with other prisons, would be the absolute best in the world, but they're not. Punishment and justice doesn't work, care and correction does.
