Mysterious Stranger Build - Overpowered V.A.T.S Only Revolver Build (AGILITY, PERCEPTION, LUCK)

OVERVIEWSince you are playing as the Mysterious Stranger, you must use V.A.T.S to attack everything. Excluding Fallout 1 and 2, we never see the Stranger outside of V.A.T.S. You also cannot use companions. Social interaction is a no-go. Try to keep yourself as mysterious and unseen as possible. Talk vaugely, and never reveal too much information. No power armor is allowed, since we never see the Mysterious Stranger in power armor, and it doesn't really fit the build. If you are really aching for a companion, use Nick Valentine and give him a .44 Pistol. Nick Valentine has a relation to the Stranger, so it makes the most sense. It also means you can get the unique .44 Pistol "Eddie's Peace".In character creation, make yourself look like the Mysterious Stranger as much as possible. It can be the one from Fallout 3/New Vegas or the one from Fallout 4, it doesn't really matter. For your name, name yourself "Mysterious Stranger" or "The Mysterious Stranger".SPECIAL STATS AND PERKSSPECIALLEVELESSENTIAL PERKSOPTIONAL PERKSStrength3ArmorerNonePerception10Penetrator, Concentrated FireAwareness, Lockpick, RefractorEndurance1NoneToughnessCharisma3Lone WandererLady KillerIntelligence1NoneV.A.N.SAgility10Gunslinger, Sneak, Action Boy, Ninja, Quick Hands, Gun FuMoving TargetLuck10Idiot Savant, Better Criticals, Critical Banker, Grim Reaper's Sprint, Four Leaf CloverFortune Finder, ScroungerPERK EXPLANATIONSEven with the appropriate bobbleheads and the "You're Special!" book, you're going to need to invest a few points into these stats to make this build work. Just a heads up.We will not be getting the Mysterious Stranger perk. We ARE the Mysterious Stranger, so it doesn't make any sense to...save ourselves?Armorer is only useful for getting Ballistic Weave, but that Ballistic Weave is going to be very useful, so don't pass this one up. Combined with our low Endurance, it's practically the only protection we have, making us a glass cannon. Well, tempered glass.Penetrator further cements us as a force of death that cannot be stopped by some puny piece of cover! The fact that you can hit Fusion Cores through Power Armor or Sentry Bots is great, too.Concentrated Fire makes accuracy a non-issue, as with enough shots on the same body part, you will eventually hit your target. The extra damage is also a decent bonus for those bulkier foes.Again, Awareness and V.A.N.S are quality of life perks that don't recall change the build and...along with Scrounger, Fortune Finder, Idiot Savant, Lockpick, Cap Collector, ETC I think I'm just going to stop mentioning these from now on (unless they are a major part of the build or impact the build).Toughness and Refractor are useful since we can only weat a hat and trenchcoat. It compliments our Ballistic Weave nicely, and is good for the early levels where have no access to it.Lone Wanderer is there because we will not be using any companions. The extra AP and damage resistance really help this build in particular, though.Lady Killer is for those rare times where we interact with someone and need to squeeze information out of them, intimidate them, or whatever else. The damage boost is also nice.Since we won't be getting Gun Nut in order to make room for the other perks and capitalize on Idiot Savant, you'll have to find or buy better .44 Pistols as you level up.Gunslinger is our only and main weapon perk for this build, and it will help out a ton. The boost to range means you can hit enemies that seem like they would be out of pistol distance, and the chance to disarm/cripple enemies makes them sitting ducks.Sneak lets us get that sweet, sweet damage multiplier and slip by enemies undetected, which pairs very nicely with our critical-focused build.Action Boy is for when we are out of V.A.T.S. With our AP refilling so quickly, wee can hop right back into the action after only a few seconds of waiting.Ninja increases our sneak damage multiplier, letting us dispatch foes with extreme effienciey. There's really no reason not to get it, as when combined with critical hits, it's truly devastating.Quick Hands not only lets us reload in V.A.T.S with using AP, it's also good if we ever step out of V.A.T.S and need to reload our gun quicker. The extra AP points are just the sprinkles on the cake.Gun Fu really shines at the last rank, which does an automatic critical hit against your fourth V.A.T.S target and beyond. It really makes you feel like a force of nature, especially when combined with headshots. Critical shots can't miss, so...you get the idea.Moving Target is mostly to make up for our lackluster damage resistance and so we can navigate around the world easier. It also means we always have AP when we need it.Better Criticals and Critical Banker makes critical hits something we can use consistently. The ability to hold several devastating attacks at once is not to be understated.Grim Reaper's Sprint and Four Leaf Clover really boost this build into the upper echelons of overpowered. You'll practically never run out of critical hits or AP with these perks, making you nigh Unstoppable™. And you don't even need the magazines!EQUIPMENTThe only weapon you are allowed to use is a .44 Pistol named "The Mysterious Magnum". The .44 Pistol can be modified to your liking and it can unique/legendary, just don't give it a bayonet, scope, or reflex sight in order to fit in with the Mysterious Stranger's aesthetic. Trust me, when you use V.A.T.S with this build, you won't need them. The only apparel you are allowed to use is a Dirty Yellow Trench Coat and a Dirty Fedora. Luckily, the trench coat can be upgraded with Ballistic Weave, and the fedora gives you +1 Luck. The boost to Luck is very useful for our critical-heavy build, and the weaved coat ensures we don't die in V.A.T.S (which is already difficult due to the default damage reduction in V.A.T.S).There are no restrictions on consumables. Calmex is great for lining up that perfect sneak attack, Day Tripper is good for going overboard with criticals, Orange Mentats are nice for hitting enemies in sub-optimal aiming conditions, and Psycho kicks ass when it comes to raw damage output. Jet and variants of Jet help with getting out of sticky situations. Stealth Boys fit the Mysterious Stranger's ability to appear and disappear at will.
