Are there people that loose on purpose just to stay on fewer trophies and stomp weaker players?

I'm level 11 with an avarage card level of around 11 aswell and currently have around 5200 trophies. Yet, about every 4th game, I play against someone level 12 with every single one of their cards at least level 13, but most of them are level 14. And who could have thought: I get absolutely destroyed. But how are those players still at my rank? Shouldn't they climb just because their cards are so much stronger to begin with? It really kills my drive to play this game because every fourth game I'm destined to loose before it even started.
