They still need to obey ftl inhibitors, and they can still be shot down be fleets and starbases. However they do not need to stop landing because they are under attack.The effect of this is straightforward and simple, bonuses to armies become important. Because suddenly fleets can be bypassed if you are clever, you opponent missteps, and you are willing to sacrifice thousands and thousands of soldiers.You care about defense armies because thy enemy can do this to you, and you care about bonuses to your assault armies because you need to still have enough army power upon landing to take the planet after being shot at by starbases and fleets.It also makes things like clone and droid armies important because you want to make as many armies as you physically can when implementing this strategy because again, you will lose potentially dozens just on the approach.To recap. By allowing armies to and on planets despite starbase control, army types and modifiers, currently considered worthless, would be of significant interest to players.
