Patagonia special. What was the plan?

I've just rewatched all the episodes on Netflix with Richard James and Jeremy and the way Netflix orders the episodes the patagonia special is at the end of the season. In the begining of the second part Jeremy explains how they knew about the problem of the number plate when they first arrived in Argentina, he then goes on to explain that they had a plan to fix the problem when they arrived in the final city( the one they where going to build the football stadium). Before this he says "you can't just change a number plate on a car"So what was thier plan?
