Does outreach still work to built backlink?

Hi guys,Have been trying to outreach to get backlinks but it's quite not working. I mean there is maybe a 10% response rate and from that a 1% Backlink rate.I mostly think that now there is to much people aware of how it work and then they think twice before giving a link.What would be your most effective strategy to built link with or without a budget.
