Do Upgrades work in the General Inventory slots or must they be in Technology areas?

Also, if I have two of the same Upgrade, for example, a movement upgrades that give +101% jetpack vs. one that gives +103% jetpack and have both actively installed, does it combine both or use the highest number? Thanks!
