Wtf. The apartment across the hall I can hear the small kids, 2 of them, probably 5 years old or so, screaming (happy screams, like they're playing or something, not fearful screams). It's happened several times now since I moved in a month ago. Their apartment constantly has a super strong smell of weed coming from it too. Not only is the constant noise annoying when I'm trying to sleep, but I'm also concerned for the kids well being if their parents let them stay up that late screaming. WTF??! what would you do? I'm sick of this and worried for the kids too.
