Can I even build a PC that will put a console to shame or even perform similar?...

As the title explains, can I come close to the performance of a console right now? My friend wants to join the race, but it just doesn’t seem like it’s possible anymore due to the ridiculous prices of ram and GPU’s. He would want to go triple A titles, but I don’t think that’s possible anymore, is it?
