Is there any hope for a fixed way to get the alternate leaders in the future?

This may be a rumor, but given the prevalence of people who happened to check way early before maintenance officially ended, the drop rates were screwy and a lot of people received Albert/Excella/Cerberus in their free ticket packs.Cosmetics are my main enjoyment in basically any game, and I'm easy prey for gacha crap, so I'm obviously very miffed at getting nothing after saving up gold for 3 months and spending money. So....are they just gonna leave them in packs, months and months after no one realistically bothers pulling for them or they become obsolete?
