Dirt rally has underwater effect on windshields.

Can’t seem to figure this out.I put in a new(er) cpuMy old one was less then the minimum spec and still ran dirt rally fine on high.All of the sudden I can do higher graphics settings but every time I pass a shadow the windshield gets wavy like it’s underwater.It does the same thing with everything on low.Any ideas?
